摘要 <p>PURPOSE:To reduce a computing amount, to prevent the possibility of erroneous detection due to phase deviation and further to improve the accuracy of collation at the time of detecting a motion vector by a block matching method. CONSTITUTION:The representative picture element value (x) of the reference sub block of (3X3) picture elements is extracted in a representative value extraction circuit 7a and the maximum value and minimum value of the inspection sub-block of the same size are detected in a MAX and MIN detection circuit 8. Whether or not the representative picture element value (x) is present within the range of the MAX and the MIN is compared in a comparator circuit 9 and an evaluation value DELTA corresponding to the compared result is calculated in an evaluation value calculation circuit 10. When the (x) is present between the MAX and the MIN, the DELTA is defined as '0'. Rigid material assumption is introduced relating to the reference sub-block and a candidate picture element used for the collation in the inspection sub block is selected in a selection circuit 17. The MAX and the MIN are detected relating to the inspection block composed of the detected picture element. A general evaluation value is formed from the evaluation values for respective sub-blocks and the motion vector is detected based on the general evaluation value.</p>
