PURPOSE:To obtain a moving picture reproducing device in which the effect of a buffer is enhanced by controlling the revision of a reproducing speed of a video image according to the quantity of data stored in the buffer. CONSTITUTION:When a video information output speed from a video information storage device 11 slows down and the quantity of data in a buffer memory 21 is decreased, an arithmetic circuit 25 decides a reproduction speed corresponding to the quantity of data in the buffer memory 21. Since the video image read speed is controlled in a decreasing way by a video image read circuit 23, the buffer effect is enhanced by reproducing video information slowly.
