A flow-through capacitor (10) and a controlled charge chromatography column system using the capacitor (10) for the purification of a fluid-containing material, which column comprises an inlet for a fluid to be purified and an outlet for the discharge of the purified fluid, and a flow-through capacitor (10) disposed within the column. The flow-through capacitor (10) comprises a plurality of spirally-wound layers (12, 14, 16, 17, 18, 20, 21, 22), stacked washer or rods to include a first electrically conductive backing layer (14, 20), such as of graphite, and a first high surface area conductive layer (16, 21) secured to one side of the backing layer (14, 20), such as carbon fibers, and a second high surface area conductive layer (17, 22) secured to the opposite side of the backing layer (14, 20), the high surface area material layers (16, 17, 21, 22) arranged to face each other and separated by a nonconductive, ion-permeable spacer layer (12, 18) to insulate electrically the backing (14, 20) and conductive layer (16, 17, 21, 22).
