PURPOSE:To improve workability of a physical distribution system by arranging generalizing controllers with every work area formed in the physical distribution system. CONSTITUTION:Plural work areas E1 to E10 are formed in a physical distribution system W. Operation panels OP1 to OP10 are respectively arranged in the respective work areas E1 to E10. The respective operation panels OP1 to OP10 are connected to a stock control computer SC, a production base control computer SHC or the like through a physical distribution network. The operation panels OP1 to OP10 are set to control various equipment in the respective work areas E1 to E10 according to command signals from the stock control computer SC, the production base control computer SHC or the like. When an operator operates the operation panels OP1 to OP10 in the respective work areas E1 to E10, hem) can control the respective equipment in the work areas E1 to E10.
