PURPOSE:To provide a treatment capable of effectively utilizing mud water deposited on the sea bottom and lake bottom. CONSTITUTION:A bag container 5 is inserted into a conduit 2 mounted at a platform ship 1 and the mud kneaded with a solidifying agent is packed and sealed into the bag container 5 and thereafter, the bag container 5 is installed on the sea bottom or the lake bottom by opening the capable 10 of the conduit 2 which are effectively utilized as fish shelters and revetment.
