<p>PURPOSE:To treat carbon dioxide formed by combustion, etc., without discharging the carbon dioxide into the atmosphere, to reutilize the waste heat and to effectively reutilize concrete refuse. CONSTITUTION:The waste gas generated from a gas-turbine generator 6 is compressed by a pressure cylinder 16, the carbon dioxide in the gas is dissolved in the purified water supplied from a water purifier 14, and a carbonated water is generated. The carbonated water is delivered to a carbon dioxide fixing tank 20 and sprayed into an osmotic tank 24. A contact bed 20 formed by piling up a concrete material 18 is provided in the osmotic tank 24, the sprayed carbonated water is brought into contact with the bed and allowed to react with the calcium ion in the material 18, and calcium carbonate is formed.
