PURPOSE:To maintain the recording speed of a magnetic recording and reproducing device in which a tape is driven by a reel driving. CONSTITUTION:When a recording is performed at the starting end section of a magnetic tape 1, the target rotational speed of a reel motor 2 is set by the radius of the hub of the tape 1 and the motor 2 is controlled so that the rotational speed is followed. After running at this speed, the output of a square sum computing means 6 is set as a target value, the speed difference between the output of the means 6 and the target value is fed back to the motor 2 so as to maintain the running speed of the tape 1, a target value corresponding to the recording start position of the tape 1 is set and the recording speed is kept constant.
