PURPOSE:To accerelate the generation of graphic data without exceeding a limit lighting rate by outputting an error alarm while forming it when the graphic data exceeding the limit lighting rate is generated. CONSTITUTION:A lighting rate operation part 8b obtains the lighting rate of an LED based on the graphic data generated by a graphic data processing part 8a. The lighting rate obtained by the processing part 8b is compared with the previously set limit lighting rate by a lighting rate comparison part 8c. Then, when the lighting rate exceeds no limit lighting rate, and is the proper graphic data according to the comparison result, the data output processing is performed by a data output part 8d. Further, when the lighting rate is larger than the limit lighting rate, an alarm output part 8e outputs the error alarm. Further, when the lighting rate is larger than the limit lighting rate according to the comparison result, the threshold value of the data process part 8a is reset by a threshold value adjustment part 8f.
