PURPOSE:To reduce traffic amount flowing in a network for monitoring by executing the monitoring processing to be performed by a monitoring device by an exchange. CONSTITUTION:In a packet exchange network 33 where a monitoring device 32 monitoring the state of a terminal is connected with a terminal 30 via an exchange 31, a terminal monitoring means 34 monitoring the fault of the terminal 30 is installed in the exchange 31. When the exchange 31 detects the fault of the terminal in the terminal monitoring means 34, the exchange 31 notifies the fault detection to the monitoring device 32. Thus, by unnecessitating the flowing of monitoring data within a network at the time other than the time of the generation of the fault of the terminal, the traffic amount within the network can be reduced. When a non-communication monitoring signal is not transmitted from the terminal even if fixed time passes, the generation of a fault in the applied process of the terminal is recognized and the exchange notifies the fault detection of the terminal to the monitoring device.
