The apparatus comprises U-shaped rubber belt pieces(2A)(2B), and connecting fixtures(6) fixed to both ends of the belt pieces(2A)(2B) which cover the outer side surface of a car tire(1) in a U-shape. A steel wires(4) are respectively inserted in inserting holes(6c) of the connecting fixtures(6). The rubber belt pieces is obtained by cutting a waste tire, and is used for running the car on snow road.
