PURPOSE: To make it unnecessary to monitor and adjust the caption of a screen by processing caption data, exactly inserting it into a blank scanning line in the vertical blanking interval of a picture frame, transmitting and receiving it by a satellite broadcasting system, and fetching it. CONSTITUTION: Video and voice signals from a video 11 are transmitted to a time code processor 12 and a caption inserter 16 respectively in the pre-device of a ground transmission system 15, and the video outputs is converted into a digital signal by the processor 12. Caption processing software 17 compares a character file preserved in a caption file disk 13 with a time code, and re- compiles the data into digital caption data necessary for the inserter 16, and the data are inserted into a blank scanning line in the vertical blanking interval of a picture frame. Also, the caption data are transmitted and received by a satellite broadcasting system 113, transmitted through a caption superimposer 111, and fetched from the vertical blanking interval of the picture frame. Then, Chinese characters corresponding to the caption data are added to the data in the picture frame, and the caption data are modulated into the carrier wave of a TV channel by a television tuner 112, and transmitted to the viewer of a CATV.
