PURPOSE: To attain quick and reliable analysis, and to provide a method for recording picture information and limiting the data rate of the read picture information. CONSTITUTION: A picture encoding and recording unit 2 is provided with first and second encoding units 4 and 6 for converting a mutually and timely continuous picture group into first and second data streams based on a conversion rule optimized for the compression of animation information, and a recording unit 7 for recording the data flows on one or plural recording carriers. A picture information fetching unit 9 is provided with a reading unit 10 which reads the first and second data streams, a control unit 17, first and second composite units 12 and 13 which restore picture information from the first and second data streams, and a picture outputting unit 16. The control unit 17 controls the reading unit 10, the first and second composite units 12 and 13, and the picture outputting unit 15. The information restored in the first and second modes is supplied to a picture reproducing unit 14.
