An optical reading or writing apparatus includes a circuit board for an optical element which is used to irradiate document reading light upon an document, or to irradiate image writing light upon a photosensitive material. The board is a transparent layer in the form of a film (1), with one or a plurality of metal electrodes (2) formed on a first principal surface of the transparent layer (1) on the light incidence side along a lighting window (5) which is defined so as to extend perpendicularly to the moving direction of the document or the photosensitive material in order to transmit the light therethrough. A conductive charge preventing layer (3) with light intercepting properties is formed on a second principal surface of the transparent layer (1) and is opposed to the original or the photosensitive material so as to define the lighting window (5).
