CONSTITUTION:A pressing plate 23 having a leaf spring 24, which has a hook 24a locked to one end 13a spreading over one end 13a on fixed side of a lap spring 13 closely fit to the outer circumference of a drum 10 and the side surface on free end side, and a ring which externally fits to the end of the drum 10, is arranged to press the lap spring 13 to the fixed side end 13a side.
