PURPOSE:To prevent white fuming by easily switching direct cooling and dry heating of water to be cooled with the atmospheric air a filler unit without failure. CONSTITUTION:At the normal time without fear of white fuming, an upper liquid intake port 21 is moved down to a lower side from a liquid level of water 7 to be cooled in an upper water tank 5 thereby to directly cool the water 7 to be cooled with the atmospheric air by sprinkling at a flowing interval 18 of all filler units 16. At the time of white fuming, the port 21 is moved up from the liquid level of the water 7 to be cooled in the tank 5 thereby to stop sprinkling the water 7 at part flowing interval 18. Then, direct cooling of the water 7 with the atmospheric air at the interval 18 of the sprinkling and dry heating with the atmospheric air at the interval 18 without sprinkling are simultaneously executed to mix wet air by the direct cooling with dry air generated by dry heating, thereby preventing white fuming.
