PURPOSE:To obtain a speaking speed conversion device which lightens process load, reduces the deviation between an image and a speech, and has not so large increase in the capacity of a memory for storing speech signal. CONSTITUTION:The speaking speed converting means 6 of the speaking speed conversion device is equipped with section decision means 11, 12, and 13 which decide whether an input speech corresponding to a necessary number of speech signals inputted to the frame memory 5 is in a voiced section or voiceless section, and signal processing means 21 to 26 which perform a compressing/ expanding process or deleting process for said necessary number of speech signals according to the outputs of the section decision means 11, 12, and 13 and the output of a storage quantity calculating means 9. |
