PURPOSE: To increase the fragmentation and combustion speed of a propellant casing, by expanding an inner element and an adhesive layer to an outer expansion-resistant layer, thereby bringing a plurality of minute cracks into existence. CONSTITUTION: A casing wall 1 including an outer expansion-resistant cylindrical casing layer is arranged concentrically outside an adhesive layer and an inner element 2. Then, an outer layer 3 and the inner element 2 are made films, a film laminate, or a combination of fiber winding having higher hoop strength than the strength of a corresponding longitudinal casing wall. Moreover, the ratio of the circumferential elastic modulus of the outer layer 3 to the inner element 2 is put in the range of about 10∼50 to 1∼8. As a result, the propellant 14 ignited within the inner element 2 generates an effective quantity of pressure, and first expands the inner element 2 and the adhesive layer to the outer expansion-resistant layer 1, and produces a plurality of small cracks in random arrangement having quick propagation speed in the casing, and crushes the casing components finely and combusts them.
