PURPOSE:To prevent the necking of a strip from occurring. CONSTITUTION:When the strip 2 rolled by a rolling machine 1 is taken up on a coiling machine 7 via a take-up input side pinch roller 6, a looper device 15 for necking prevention is provided at the upstream of the take-up input side pinch roller 6, and a steep tensile force generated in the strip 2 due to speed difference between them when the tip part 18 of the strip 2 is wound across the coiling machine 7 can be absorbed by releasing the loop of the strip 2 formed by the looper device 15 for necking prevention.
