The cutter comprises a hydraulic jack (1) with a shaft (30), a pair of fixed parallel blocks (21, 22) fixed to a union (5) on the jack (1). A cutting blade (40) is mounted to the end of the shaft (3) and slides between the two blocks (21, 22), the blade (40) and the blocks (21, 22) having teeth (26, 27, 44). The teeth (26) of the blocks are mounted on the external face (25) of the blocks (21, 22). The cutting blade (40) is in the form of a "U" with first branch (41) connected to shaft (30), a connecting portion (42) and a second branch (43) disposed outside the blocks (21, 22).
