The appts. has a tubular housing with face side open, in which a piston is displaceable. A moulded body of or with a substance for treatment of the surface is arranged between the piston and the open end of the housing. The piston is spring-loaded in the direction of the open housing end. The housing has an inner tube guiding the piston and the moulded body and relatively to it an axially displaceable outer tube. A stop device is provided which fixes the piston in a first relative position between outer and inner tube in its axial position relative to the inner tube, and in a second relative position between the outer and inner tube for movement corresp. to its sprung tension.
