A polymer for forming an outer layer and a polymer for forming an inner layer respectively flow through the outside and inside pipes 2, 3. At this time, the outside pipe 2 is formed from a flexible pipe of which the cross-sectional shape can be adjusted. Layer thickness adjusting devices 4, 5 adjust flow rates in a lateral direction in the confluent part 6 and the cross-sectional shape of the outside pipe is adjusted corresponding to the thickness in the lateral direction of the film to adjust the thickness of the film.</p>
