In a still video device, a high definition image signal corresponding to one frame is passed through a low-pass filter with a cut-off frequency fch, divided into "m" of parts, and stored in a memory at a sampling frequency fsh. The horizontal scanning frequency of the high definition image signal is fhh, and the horizontal effective period ratio of the high definition image signal is ehh. The image signal is read out from the memory at a sampling frequency fsn so that the image signal is time-expanded to be transformed to a normal image signal, which is passed through a low-pass filter with a cut-off frequency fcn. The horizontal scanning frequency of the normal image signal is fhn, and the horizontal effective period ratio of the normal image signal is ehn.
