PURPOSE:To reduce line switching time by allowing the ATM exchange to automonously switch the line from an active system into a standby system. CONSTITUTION:ATM exchanges 10, 20 are interconnected by using active system transmission lines 101, 201 and standby system transmission lines 102, 202. The ATM exchange 10(20) is provided respectively with a PMD layer termination section 2a(2b) with respect to the active system transmission lines, a selector 3a(3d), a processing section 4a(4b) and a counter section 5a(5b), and the sections above are connected respectively to a control section 1a(1b). When the PMD layer termination section 2a detects a fault of the transmission line 201, the control section 1a and the ATM exchange 20 are informed of it. The control section 1a commands the changeover from the transmission line 101 into the transmission line 201 to the selector section 3a and the processing section 4a, and the control section 1b commands the changeover from the transmission line 102 into the transmission line 202 to the selector section 3b and the processing section 4b.
