A programmable controller according to the invention comprises a user memory (6) in which a plurality of programs each divided to functional blocks or data are stored as files, a user memory management table (9) in which data on storage space, attribute, and capacity of each file is stored, having means (10, 11, 12, 13, 14) for newly writing a file from a peripheral device (1), and for changing a capacity of each file, and for freely accessing each file maintaining continuity of file data.
