A transformation pattern generating mechanism 101 comprises a key input section 102 for inputting a key for encryption; a transformation pattern generating section 103 for generating a transformation pattern for transformation of input data; and an output section 104 for outputting the generated transformation pattern. When a number sequence corresponding to a predetermined transformation pattern is input as the key to the key input section 102, said transformation pattern generating section 103 generates and outputs the predetermined transformation pattern corresponding to the number sequence. A pseudo-random number sequence is preferably generated in response to the input key, and the generated transformation pattern may comprise a permutation pattern or a substitution table.
