PURPOSE:To reduce time delay from input to output and to prevent the interruption of video images. CONSTITUTION:A reception side 91 measures the content amount of a video data buffer memory 14 and when it is detected that the measured value V of the content amount exceeds an upper limit value Vmax or falls below a lower limit value Vmin, the control signal of that effect is transmitted to a transmission side 90. When the control signal from the reception side 91 is received, the transmission side 90 varies the image quality selection of moving images or a frame dropping number corresponding to the contents. Namely, by varying the image quality selection of the moving images or the frames dropping number in a frame buffer 68 when the transmission side 90 receives the control signal from the reception side 91, the amount of moving image data to be transmitted to the reception side 91 is controlled.
