PURPOSE:To reduce the capacity of a memory and to reduce an out-of-zone detection processing time by generating a unique word corresponding one to one to an ID code stored in a storage means and implementing synchronization of a communication frame and confirmation of a communication opposite party simultaneously through the use of the word so as to avoid useless transmission reception of a radio wave. CONSTITUTION:When a request for communication setup takes place in an idle state were no communication is set up, a unique word is sent/received between a master set 100 and a slave set 200 and frame synchronization is established when the words are coincident. Whether or not the synchronization is established is discriminated and when not established, the state is restored to the idle state. When established, the master set 100 and the slave set 200 are set to a communication enable state. Through the processing above, frame synchronization and ID codes are simultaneously confirmed by using the unique word and the communication is set up in a short time. In order to detect the state of out-zone, the slave set 200 sends the unique word periodically and whether or not frame synchronization is established within a predetermined time is discriminated in a zone of the master set 100.
