PURPOSE: To obtain a moving vector detecting device for detecting a panning vector by 1/2 pixel block units by using a panning vector generator. CONSTITUTION: The video signal of a present frame and the video signal of a previous frame are impressed to a panning vector generator 400. Horizontal, vertical, and diagonal interpolators 411, 412, and 413 process the video signals of the previous frame, and generate previous frame signals interpolated to horizontal, vertical, and diagonal directions. Afterwards, sub-block moving vector detectors 421, 422, and 423 compare present frames with the previous frames interpolated to the horizontal, vertical, and diagonal directions by sub- block units. Thus, one sub-block moving vector can be calculated by 1/2 pixel block units for each sub-block in the present frame. |
