PURPOSE:To select an output without disturbing a reproduced at a changeover point without compression coding using inter-frame correlation to animation image compression data subject to compression coding through the use of inter- frame correlation. CONSTITUTION:When an input to a terminal a1 is switched to an input to a terminal a2, a switch control circuit 4 turns a switch 2 from the position of a terminal b1 to a terminal c2 just before an in-frame coding picture or a forward coding picture is inputted by the terminal b1 at first after a switching point, and a compression picture re-coding circuit 11 converts a forward prediction coding picture into an in-frame compression coding frame and a 2-way prediction coding picture into an inverse direction prediction coding picture and provides the output of them. Then the switch 2 is turned to the position of the terminal b2 from the terminal c2 to eliminate the correlation between frames before and after the switching and the animation compression data before and after the switching are reproduced normally.
