The device comprises a perforator component formed by an elastic ring and a rigid rod and a second component formed by a ring with a ferrule which is coupled to said rod. It is characterized in that the elastic ring has, on the front, an annular stud whereby it is coupled to the rod, said stud being held between two peripheral expansions of the rod, one of them terminal and accommodated in a circular notch of the rear face of the elastic ring. The elastic ring is made from highly plasticized polyvinyl chloride (PVC) in order to achieve a high degree of elasticity and said ring bears the mark of the identification reference of the livestock. <IMAGE>
