The simulation device for the flow characteristics of a fluid uses a moveable element (8) simulating the fluid flow detected by the laser beam and a displacement device (16) for the moveable element, coupled to a displacement control (24), allowing simulation of a variable flow velocity. Pref. the velocity distribution corresponds to a Gauss type static distribution curve, with programming of the mean velocity, the standard deviation, the velocity distribution and the distribution symmetry, etc.
