A pair of arms (2a, 2b) are supported pivotably at intermediate portions thereof on a support member via pins (8). A front portion, which extends from the part of each arm which is supported via the pin (8) to a front end thereof, of each arm is bifurcated so as to form a plurality of projections. Claws (7a, 7a', 7a; 7b, 7b) are attached to free ends of these projections. Out of the claws (7a, 7a', 7a) of one arm (2a), a predetermined claw (7a') only projects more inwardly than the others (7a, 7a). Shearing blades (10a, 10b) are fixed to the portions of the arms (2a, 2b) which are close to the front parts thereof supported pivotably via the pins (8). A plurality of through bores (12) are formed in the intermediate portions of the arms which exclude the front shearing blade-fixed parts and front end projecting parts.
