PURPOSE: To prevent moisture from entering to a gas generating material by providing first and second parts fixed to a housing on a isolation member, and moving a third part to the position in which inflation fluid flows from a discharge opening into a passenger restraint device through the partition member when the third part is fractured by receiving pressure of the inflation fluid. CONSTITUTION: An orifice plate 20 having discharge openings 40 is attached to the end 22 of a container 14 by a welding part. An isolation membrane 100 is provided between the discharge opening 40 and gas outlets 92 of a diffuser chamber an welded to a part 52 of an actuator housing in the radial direction, and the outer peripheral part is welded at the welding part on the outer peripheral part of an inflator 10. As a result, air and moisture are not transmitted. By ignition of a gas generating material 48, a breakage cup 60 is fractured, and gas in a chamber 24 is allowed to flow out from the discharge openings 40. The isolation membrane 100 is fractured and positioned on the weal part of a diffuser. In this case, the isolation membrane 100 inflates an air bag without disturbing the discharge openings 40 and the gas outlets 92.
