PURPOSE:To provide the file managing system with which access to plural files in an IC card can be efficiently performed and further a security environment provided for each application can be maintained. CONSTITUTION:In the file managing system for dividing the data memory of the IC card into plural file groups and managing data in these respective divided file, this system is provided with an discrimination information applying means for giving discrimination information showing the completion of selection to each file when selection is performed for using the file, designating means for designating each access instruction while adding the discrimination information given by the discrimination information applying means to the file at the time of access, and means for performing access to the file by recognizing the file to be the target of access based on the discrimination information designated by this designating means.
