PURPOSE:To provide a controller for optimally satisfying optional conditions to be achieved regardless of the complication of a controlled system and the number of the degree of freedom of a control rule list for the controller using the computer of limited ability such as a one-chip microcomputer, and an air conditioner provided with the controller for satisfying the optional conditions such as controllability, power saving and reliability, etc. CONSTITUTION:A set controlled variable for a device to be controlled and a controlled variable from the device to be controlled are compared, a manipulated variable is decided by using a control rule list optimization means for a compared result and the device to be controlled is controlled by the decided manipulated variable. As the control rule list optimization means, the controlled system 21 is modeled by a numerical formula in a controlled system numerical formula modeling means 23 and optimized by using genetic algorithm 29, the control rule list 31 of the optional dimension of the controlled system 21 is optimized and the propriety of a design device for the controlled system 21 is judged.
