<p>PURPOSE: To improve the picture quality of all video frame signals by adaptively controlling a quantized parameter by one video frame signal based on local dispersion or complexity. CONSTITUTION: A video frame signal is applied to a 1st calculation block 91, which calculates the dispersion FV of one full video signal by using dispersion calculation algorithm. The calculated dispersion FV of the full video frame signal is applied to a 3rd calculation block 94. The video frame signal is applied also to a video slice generator 92 to be a division circuit, which divides the video frame signal into prescribed video slices. Thereby pixels included in the video slices are arrayed like a matrix shape. The video slices are applied to a 2nd calculation block 93. The block 93 calculates the disperson SVR of respective video slices. The block 94 calculates spatial axis activity SA and a quantization control circuit 95 determines a quantization parameter Qp.</p> |
