An insulating steel plate particularly used for the manufacturing members constituting an air conditioner is manufactured by applying a synthetic resin material including an unfoamed foaming agent to at least one side surface of a steel plate effected with a surface treatment, working the thus prepared steel plate and foaming thereafter the unfoamed foaming agent thereby to form an insulating layer on the steel plate.
