The emergency road-repairing pavement material is manufactured by mixing 23-30% cutback asphalt, 51-62% pavement tar, 11-14% acryl series modified butadiene polymer, 4-5% ammonium chloride, 4.7-7.6% admixture ingredient including 89.4-93.3% crushed stone granules, and 5-7% Portland cement at the rom temperature in conventional mixer.
