The method characterizes that an outer temperature sensing unit is included, using a difference of a given inner temperature and an actual inner temperature as an input variable for the fuzzy computing; a difference of a given water temperature and an actual water temperature is computed by a water temperature compensating value decided through the fuzzy computing, and this water temperature difference and water temperature rising rate are practically used as the input variable for the fuzzy computing; and a controlling unit is included, determining an output variable as the fire force and outputting an output decided through the fuzzy computing to a valve driving unit.
