<p>PURPOSE:To cool the part of a cutter exposed from a material to be cut and also the part staying in the material to be cut and discharge chips in a cut hole and a cut groove surely. CONSTITUTION:A cooling and dust collection housing 5, 7, 8, 9, 10 surround a cutter rotating main shaft 2 and a cutter 4. Cold air flowing in from a cold air taking-in part 13 for an air curtain spouts from the lower end of the cooling and dust collection housing and forms an air curtain 31, after flowing through a cold air flow passage 14 for the curtain in the wall of the cooling and dust collection housing and cooling the cooling and dust collection housing. The cold air 26 for cooling a cutter spouted from the cold air discharge port for cooling a cutter collides with the shaft part 4a and the edge part 4b of the cutter 4 and cools the cutter 4. At the same time, it peels off chips wound around the cutter edge part 4b and makes the chips in a cut hole or a cut groove 29 to float up and flows out to the outside.
