<p>PURPOSE: To determine a coding mode by an image of a rough sketch by transmitting an input to a DCT processor at the time of judging that an input includes an anchor bird area (ABA), and at the time of judging that the input does not include the anchor bird area, sending data from a signal coupler to the DCT processor. CONSTITUTION: A coding mode determinator 40 judges whether an input MB includes an ABA or not by using an ABA map transmitted from a coding controller 105. The judgement is executed by counting up pixels belonging to an ABA among the pixels of the input MB, and when the count number exceeds a regulated number, turning the coding mode of the input MB to an intra mode. When the determinator 410 judges that the input MB includes the ABA, a mode control switch 420 sends the input MB from the controller 105 to the DCT processor 120. At the time of judging that the input MB does not includes the ABA, the switch 420 sends a data block from the signal coupler 110 to the processor 120.</p> |
