The braking device comprises a rotating housing (1), a magnetic conductor ring (2), a shaft member (3), and a positioning device including a sliding stator (5) carrying permanent magnets (50) housing and a drive motor (61). The shaft member includes a threaded section (31) which engages gears (62) driven from motor (61) which causes stator housing to slide usually along the support rails (41) of frame assembly (41,42,43). The effective coupling area between the permanent magnetic conductor ring (2) can be adjusted to provide variable braking torque (load) of a sporting device. A flexible plate is disposed on one side of a decoder and is driven by a worm gear (62') by the contact of the flexible plate to the decoder circuit.
