PURPOSE: To form a private network to be driven as a single network also for a public network subscriber by setting up a call route for allocating a rate in response to a call from the external. CONSTITUTION: When a subscriber C of a public network dials service identification and the private telephone number PR6 of a subscriber B of a private network VPNET in the case of speaking with the subscriber B by telephone, a switchboard SSP connects a service computer SERV to a telephone number PU2. The computer SERV sends data related to a public rate stored in a memory from a sorting device to a charging device, which generates a rate table different from the rate of a call between plural VPNETs and sends the table to the SSP. Thus plural private networks VPNETs are driven as a part of a communication equipment, service is identified and the service computer SERV in the switchboard SSP is addressed to allocate a rate corresponding to each call.
