The device, has a body embedded in the ground, and a cover (30) with recesses for fasteners (40). Mountings are provided in the body for counterpart fasteners (20) mating with the first ones, these being inserted before or after installation. The fasteners can be removable from the mountings, and damping components can be included for the vertical movement between cover and body. The counterpart fasteners can contain tapped holes for fixing screws. Alternatively, clamping springs can be used, snapping into engagement behind the thickened heads of bars fixed to the cover at right angles.
