PURPOSE:To make it possible to receive the issuing service of a certificate such as a resident's card or the like without being restricted by distance and time by extracting specified certificate information from a certificate information file, recording it in a recording medium card and issuing it as a certificate issuing card. CONSTITUTION:A certificate issuing card issuing machine 65 extracts the specified certificate information from the certificate information file 71, records it in a card for recording the information by a writer 66 and issues it as the certificate issuing card 67. When the certificate issuing card 67 is inserted to a certificate issuing machine for printing and issuing the certificate 69, the contents of the certificate issuing card 67 are read by a reader 68 and the certificate 69 of a prescribed form is printed and issued. Thus, when the certificate issuing card 67 is issued once, by inserting it in any certificate issuing machines disposed in respective places by off-line with the certificate information file 71, the certificate 69 is printed and issued. |
