PURPOSE:To provide dynamic channel assignment control selecting a usable channel while suppressing the degradation of frequency efficiency to a minimum in a cellular mobile communication system. CONSTITUTION:A base station selects any arbitrary channels out of radio speaking channels provided for the system, counts a number (n) of times when an in-coming desired wave/interference power ratio gets larger than a required value CIRup (S201) and counts a number (m) of times when an outgoing desired wave/interference power ratio gets smaller than a required value CIRdn inside that channel (S204). When a ratio m/n of enlarging the incoming desired wave/ interference power ratio rather than the required value CIRup and reducing the outgoing desired wave/interference power ratio rather than the required value CIRdn is less than a first threshold value, the required value CIRup is increased (S206), when the m/n is less than a second threshold value, the required value CIRup is decreased (S208) and the ratio m/n is controlled so as to be settled between the first and second threshold values.
