PURPOSE:To provide the information recording member with which both of the land parts and groove parts formed on a substrate surface are usable as recording tracks for recording information and stable and rapid recording and reading out are possible and the recording and reproducing device. CONSTITUTION:The substrate in which the land parts 2 and groove parts 1 appear alternately by tracing and advancing along the recording tracks and the switching points A of the land parts 2 and the groove parts 1 exist by as much as the number expressed by 2m-1 (m:1, 2, 3...) per round of the recording tracks is used. Since the land parts and the groove parts are alternately formed on one round of the recording tracks, continuous recording and continuous recording to and from both of the land parts and the groove parts are possible without track jumping between the adjacent land parts and groove parts. The reduction of the recording time and the reduction of the access time are possible.
