PURPOSE:To manage a transmission quantity from each user terminal equipment by varying the allocation of packets to each user terminal equipment. CONSTITUTION:The system is provided with a management packet, a management station 2 sends allocated information by using the management packet, and each user terminal equipment 3 replies an allocation update request against the allocation information. The management station 2 sends the allocation update information included in the management packet and sends the address of the user terminal equipment 3 allocated by a data packet as a sender address. When the sender address is coincident with its own address, each user terminal equipment 3 adds a destination address and user data to the data packet and sends the packet and receives the user data when the destination address is coincident with its own address.
