The method reduces the manufacturing cost of electrolyte by recycling scrapped soluable anodes. The method comprises (A) discharging scrapped iron or zinc annode into reactive tank (10); (B) feeding hydrochloric acid through the feeding pipe (41); (C) heating the tank at 60 to 70 ≦̸C; (D) transferring the gas into the gas collecting tank (20) and dissolving into the water; (E) filtering the electrolyte and storing the electrolyte in the storage tank (30).
