PURPOSE:To prevent the illegal copying and usage of a mobile equipment by registering identification information into an enterpriser's secret key and a secret key of the mobile equipment. CONSTITUTION:The system has steps a-b, in which a password PWD, a common open key KECOB, an enterpriser's open key KEcj, a mobile equipment secret key KDMSNi, a mobile equipment open key KEMSNi or the like are written in a COB element or the like of the mobile equipment in advance according to a predetermined procedure, a step (h) in which the mobile equipment is registered by calling the key KEMSNi in the mobile equipment and sending it to a communication enterpriser, a step (j) in which the communication enterpriser collates the received key KEMSNi and sends E(KDcj, ID) and E(KDcj, KEMSNi) obtained by applying signature conversion to the individual information and the key KEMSNi with the enterprise secret key KDcj when a coincident key is in existence. A prescribed command including the received E(KDcj, ID) and E(KDcj, KEMSNi) is given to the COB element. Thus, the individual information ID and the mobile equipment open key KEMSNi are written in the COB element of the mobile equipment to set the registration thereby preventing illegal copying. |
